Find a costume rental shop and get your friend, spouse or significant other to do it. A 2 year old won't know the difference.
Better yet, save the bucks and have a regular old birthday party with a cake and candles. By the time she's 4, she won't remember Elmo being at her party. My daughter's 9. She had Barney at her first birthday and a Teletubby at her 2nd. She doesn't even remember either of those… or much of anything else for her first four years or so.
Believe me, though, by the time she's 9… she will WANT the expensive things. At the age of 2, she'll get excited if you give her a great big cardboard box for her birthday. Save the money for when she's older.
